GovPay is a public digital payment platform designed to facilitate seamless digital transactions for citizens and businesses making payments for services provided by government organizations, including those without their own dedicated payment systems.
Currently, payments are processed as bank-to-bank transfers. Additional payment options will be introduced in the future to enhance convenience for users. The objective is to provide citizens with multiple payment methods to ensure accessibility and ease of use As part of Sri Lanka’s digital transformation, GovPay enhances e-governance by making financial transactions with government institutions faster and more efficient. Powered by LankaPay, the nation’s trusted payment network under the Central Bank of Sri Lanka (CBSL), GovPay is paving the way for a smarter, cashless future.

As of February 7, 2025, the following government institutions offer services through GovPay:

A nominal convenience fee of Rs. 15.00 is applicable for bank-to-bank transfers. This fee has been reduced from the previous charge of Rs. 50.00 to make transactions more affordable.

Yes, the respective government organization will also send you a confirmation via SMS and email.

As of February 7, 2025, the following banks support GovPay transactions:

Step 1 – Log into your internet banking or mobile banking portal, or use a mobile payment app integrated with GovPay.
Step 2 – Navigate to the ‘Government Payments’ menu or ‘Payments’/’Bill Payments’ section, then select ‘GovPay’.
Step 3 – Choose the relevant institution, select the service type, enter the amount payable and reference number, and proceed with the payment.
Step 4 – Upon successful completion, you will be able to download an e-receipt. The respective government institution will then verify the transaction and send a confirmation via SMS.
