GovPay is a public digital payment platform designed to facilitate seamless digital transactions for citizens and businesses making payments for services provided by government organisations, including those without their own dedicated payment systems.

How can I make a payment through GovPay?

Currently, payments are processed as bank-to-bank transfers. Additional payment options will be introduced in the future to enhance convenience for users. The objective is to provide citizens with multiple payment methods to ensure accessibility and ease of use As part of Sri Lanka’s digital transformation, GovPay enhances e-governance by making financial transactions with government institutions faster and more efficient. Powered by LankaPay, the nation’s trusted payment network under the Central Bank of Sri Lanka (CBSL), GovPay is paving the way for a smarter, cashless future.

Are there any additional fees for using GovPay?

A nominal convenience fee of Rs. 15.00 is applicable for bank-to-bank transfers. This fee has been reduced from the previous charge of Rs. 50.00 to make transactions more affordable.

How long does it take for a payment to be processed?

Payments are processed in real time, ensuring immediate transaction completion.

How will I know if my payment has been successfully completed?

Upon successful payment, you will receive an SMS confirmation from your Bank.

Will I receive a confirmation from the respective government organisation?
Yes, the respective government organisation will also send you a confirmation via SMS (with GovPay short code) and email.

How do I make a payment using GovPay?
Step 1 – Log into your internet banking/ mobile banking portal, mobile payment app or FinTech app integrated with GovPay.
Step 2 – Navigate to the 'Government Payments' menu or 'Payments'/'Bill Payments' section, then select 'GovPay'.
Step 3 – Choose the relevant Organisation, select the Service type, enter the amount payable and Reference number, and proceed with the payment.
Step 4 – Upon successful completion, you will be able to download an e-receipt. The respective government organisation will then verify the transaction and send a confirmation via SMS with GovPay short code and email.

For further assistance, please contact your respective Bank/ FinTech App or the relevant government organisation providing the services through GovPay.
How can a new government organisation establish a connection with GovPay?

To connect with GovPay and offer its services to public, a government organisation must complete and submit the Registration Form, providing detailed information about the organisation, its services, and other required particulars. Additionally, the organisation is required to enter into a formal Agreement with LankaPay. Please contact us for more details.
