GovPay Online Traffic Fine Payment System Achieves Islandwide Rollout
Sri Lanka has reached a major digital governance milestone with the successful islandwide rollout of the Online Traffic Fine Payment System via GovPay, now operational across all nine provinces. With the recent launch in the Central Province, GovPay’s Spot Fine solution is officially available nationwide, enabling motorists across the country to pay traffic fines digitally in a secure, convenient, and transparent manner.
The Central Province launch marked the final phase of the rollout, with inauguration and awareness programmes conducted in Nuwara Eliya, Hatton, Kandy, Matale, Gampola, and Theldeniya Police Divisions. An awareness and inauguration programme for the Nuwara Eliya and Hatton Divisions was held at the Nuwara Eliya District Secretariat under the patronage of DIG Priyantha Chandrasiri, in charge of the Nuwara Eliya District, and DIG W. P. J. Senadheera, DIG Traffic and Road Safety.
Meanwhile, the launch for the Kandy, Matale, Gampola, and Theldeniya Police Divisions was held at the Kandy Police Headquarters Auditorium, under the patronage of Senior DIG Lalith Pathinayake, in charge of the Central Province, together with DIG W. P. J. Senadheera.
The programmes were designed to equip traffic police officers with the technical knowledge required to operate the Online Traffic Fine Payment System effectively and to enable them to guide and educate the public on its use. Technical guidance and operational training were provided by Udari Vithanage, Project Manager at ICTA, Inuka Mayakaduwa, Technical Officer at ICTA, along with Amila Ekanayake, Operation Manager at LankaPay. Several other resource persons, including Harsha Purasinghe, Advisor to the Ministry of Transport, Highways and Urban Development, also contributed to the sessions. During the programmes, mobile devices were ceremonially distributed to police officers to support the effective on-ground implementation of the system.
The GovPay Online Traffic Fine Payment System enables motorists to settle fines instantly using any online or mobile banking application or FinTech app connected to GovPay. Upon successful payment, driving licenses can be released immediately, significantly reducing inconvenience to the public while improving efficiency, transparency, and accountability within police operations through real-time digital connectivity.
The GovPay Spot Fine rollout officially commenced in August 2025, beginning with the Western Province, following a pilot programme launched in April 2025 using 40 devices. The solution was subsequently implemented in phases across the country and, within six months, successfully extended to all nine provinces by February 2026, achieving complete islandwide coverage for digital traffic fine collection.
To date, the Online Traffic Fine Payment System has been implemented across 678 police stations, with more than 4,100 mobile devices distributed to traffic police officers nationwide. The platform has facilitated over 89,000 digital traffic fine payments, generating more than Rs. 115 million in revenue, reflecting strong citizen adoption and operational stability.
The islandwide implementation of the GovPay Online Traffic Fine Payment System represents a significant step forward in Sri Lanka’s digital public service transformation. This initiative is being carried out under the leadership of the Ministry of Digital Economy, in collaboration with the Information and Communication Technology Agency of Sri Lanka (ICTA), LankaPay, and the Sri Lanka Police, reinforcing the Government’s commitment to delivering citizen-centric, efficient, and digitally enabled public services.
